Council lays groundwork for Main Avenue reconstruction

North 20th to 24th Street is first

The Clear Lake City Council has approved a professional services agreement with Veenstra & Kimm for design and special assessment services, setting the stage for East Main Avenue street reconstruction.  The project is one of the major capital improvement projects slated for fiscal year 2017.

The project will include a quarter-mile stretch of East Main Avenue between North 20th Street and North 24th Street.  It likely is the start of several phases of Main Avenue street reconstruction in the future.

“Is this the first phase of re-doing Main from 8th to 20th Street?” asked Councilman Mike Callanan

“Yes.  I would say so,” answered City Administrator Scott Flory.

The preliminary estimate for pavement removal, excavation, water main, sanitary sewer and storm sewer work, new pavement with curb and gutter from 20th to 24th Street is $795,861.  The City will be receiving a $450,000 STP award to help finance the project.

As part of the project the existing bike lanes will be extended to the existing trail at North 24th Street.  The state has awarded $70,000 in TAP funding for the bike trail extension.

The new street will include two 12-foot lanes, as well as two five-foot bike lanes and on-street parking on one side of the street.

The tentative schedule for the work calls for a hearing on special assessments in December 2016; bid letting in January 2017; construction to begin in April 2017; and construction to be completed by the end of August 2017.

In other business Monday, the Council accepted the work and approved final payment for three projects: the Water Treatment Plant High Service Pump Replacement Project, completed by Dean Snyder Construction, Clear Lake; West 7th Avenue North Watermain Improvement Project, completed by Charlson Excavating, Clear Lake; and the 2015 Buddy Holly Place Storm Sewer Extension Project, done by McKinness Excavating, Mason City.
